I had very good service from iLok technical support, to the point of them logging in to my PC and doing some poking around, then following up by contacting Microsoft for help. I don't know if it had to do with that file you mentioned but I wouldn't be surprised.I had the same error dialogue running, but the License Manager is working again on the latest preview build (th-2 10547). If I knew about restarting the licensing service I probably wouldn't be building a new pc until next year. That was the beginning of the timeline of avid licensing problems.
